\## Executive Summary

The research introduces DualControlNet, a novel generative land-use model designed to improve the way urban planners create land-use maps and evaluate development scenarios. Traditional land-use models typically rely on numeric data to predict transitions but do not generate new land-use maps from simple text prompts. This limitation has restricted the ability to explore diverse urban development scenarios effectively.

DualControlNet addresses these challenges by synthesizing high-resolution land-use maps alongside satellite imagery. This model is significant because it enhances controllability and verification in land-use modeling, which has been a limitation in previous generative AI applications in urban systems. Unlike existing unimodal models that focus on single types of data, DualControlNet operates in a multimodal manner, integrating various data forms for a more comprehensive analysis.

The model was trained on over 40,000 paired images from Orlando and Chicago, providing a robust foundation for its capabilities. Evaluation metrics focused on land-use diversity, spatial consistency, and image quality. The results indicate that DualControlNet outperforms unimodal baselines significantly: it improves land-use diversity consistency by 62.8%, enhances building coverage ratio consistency by 16.3%, and achieves more than double the spatial consistency across different modalities. Notably, it also triples the visual quality of the generated maps.

Scenario-based experiments highlight the model's potential to support sustainable urban development. For instance, when given a prompt such as "high-density development," DualControlNet can effectively increase the density and diversity of land-use patterns, showcasing its utility in practical applications. This capability may help urban planners visualize and assess various development strategies more intuitively.

The advancements presented by DualControlNet could lower technical barriers for urban planning professionals, allowing them to explore urban futures with greater ease and precision. By providing a more controllable and verifiable framework, this research could lead to better-informed decisions in land-use planning, potentially contributing to more sustainable and efficient urban environments.

\## Academic Abstract

Various land-use models characterize land-use patterns and facilitate scenario planning. However, existing models are largely predictive, forecasting transitions based on numeric data without synthesizing new land-use maps from simple text prompts. Meanwhile, generative AI in urban systems remains unimodal, weakly controllable, and evaluated mostly by generic image quality rather than domain-specific metrics. To address these gaps, we introduce DualControlNet, a generative land-use model that jointly synthesizes high-resolution land-use maps and satellite imagery, addressing multimodality, controllability, and verification challenges. Trained on over 40,000 paired tiles from Orlando and Chicago, DualControlNet is evaluated using land-use, spatial consistency, and image quality metrics. Relative to unimodal baselines, DualControlNet improves land-use diversity consistency by 62.8% and building coverage ratio consistency by 16.3%, more than doubles cross-modal spatial consistency, and triples visual quality. Scenario-based experiments demonstrate that DualControlNet supports sustainable development through multidimensional controls, increasing density and diversity, and responding to text prompts like "high-density development." Overall, this work advances land-use modeling via a multimodal, controllable, and verifiable generative framework, lowering technical barriers and enabling intuitive exploration of urban futures.
